If you had 1 murder last year, and 2 this year, that's a 100% increase which would have put you at the top. So % increase is really not indicative of safety levels, and you know a LOT of people out there are going to misunderstand this statistic and start announcing that Armenia has the fourth HIGHEST murder rate which it does NOT, it had the fourth highest increase.
