For example, a Google search finds mention of high level participation in meetings and summits. For example, Oskanian at the 2004 NATO summit in Istanbul: http://www.nato.int/docu/speech/2004/s040629o.htm Kocharian also visited Turkey to attend an OSCE summit in 1999: http://www.armeniaforeignministry.com/speeches/991119rk_osce-istanbul.html There are probably more examples of high-ranking officials visiting Turkey, but these are the first two I can find.
